The appeal of The Cleveland Electric Illuminating Company will be considered first, followed by *406the appeals of the city of Cleveland and the Sierra Clnb. The Cleveland Electric Illuminating Company will be referred to as the Company, the city of Cleveland as the City, the Sierra Club, Inc., as Sierra, and the Public Utilities Commission as the Commission.
