This is a review of a decision of the court of appeals affirming a dismissal by the Circuit Court for Dane County, Judge WILLIAM D. BYRNE, of a petition for review of a decision of the Board of Regents of the University of Wisconsin. The circuit court dismissed the petition for review under ch. 227, Stats., on the ground that the service by certified mail was de fective. Both the trial court and the court of appeals held the service to be improper because the sender’s receipt for certified mail was not postmarked by the postal authorities.
