MEMORANDUM OPINION
KENNEDY, District Judge.
Plaintiffs, Community Council for the Homeless at Friendship Place (“CCH”) and Community Housing Trust, bring this action pursuant to 42 U.S.C. § 3604(f)(1) and § 3604(f)(2) of the Fair Housing Act, as amended by the Fair Housing Amendments Act of 1988.
