The Plaintiffs, South Middlesex Opportunity Council, Inc. and South Middlesex Non-Profit Housing Corporation (“SMOC”), operate several residential substance abuse treatment programs in Massachusetts. In its attempt to relocate one of its programs in Framingham, Massachusetts, SMOC encountered resistance from some of the residents and local officials.
