SCOTT, Justice.

This is an appeal from an order of the Hennepin County District Court granting respondents’ motion for summary judgment and denying appellants’ motions for summary judgment, a preliminary injunction, and certification of a class action. We reverse.

The seven appellants are recipients of Aid to Families with Dependent Children (AFDC) benefits, who brought an action seeking a declaratory judgment and an injunction to prohibit the Department of Public Welfare (DPW) and the Hennepin County Welfare Board from treating certain rent credit refunds as income received by appellants in…
