Petitioner has filed for judicial review of the decision by Respondent to revoke Petitioner’s Federal Firearms License (hereinafter “FFL”) because it was determined that Petitioner willfully violated provisions of the Gun Control Act of 1968 (hereinafter “GCA”), 18 U.S.C. § 921, et seq., and im plementing regulations.
