This case involves a judicial review of the revocation by respondent Marcia F. Lambert (“Lambert” or “Respondent”), of the federal firearms license (“FFL”) previously issued to petitioner Larry W. Garner (“Garner” or “Petitioner”). Lambert is the Director of Industry Operations (“DIO”), Columbus Field Division, for the Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”), which is the regulatory agency responsible for enforcing federal firearms laws.
