RSM, Inc. d/b/a Valley Gun (‘Valley Gun”), a firearms dealer licensed to sell firearms by the Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”) under 18 U.S.C. § 923, commenced this action by filing a Petition for Judicial Review of ATF’s revocation of its license. ATF had revoked Valley Gun’s license effective March 1, 2005, because Valley Gun, “after an extended opportunity to place [its] operations in compliance with the Gun Control Act, ha[d] committed over 900 willful violations of the Gun Control Act.” In its Petition for Judicial Review, Valley Gun…
