Pending before this court are two matters. First, there is the appeal of appellants Roy Helton (Helton) and the members of the Phillips County Board of Election Commissioners (Election Commission) from the order of the circuit court, granting appellee Arlanda Jacobs’s petition for writ of mandamus and declaratory judgment and declaring the office of the Justice of the Peace, District 7, Phillips County, to be vacant.
