BACKGROUND AND PRIOR PROCEEDINGS

Deborah Osborn alleged that Gene Altman was the father of her child. Osborn received aid for dependent children from the state on behalf of her child. Altman allowed a blood sample to be taken and submitted to a human leukocyte antigen (HLA) test in order to determine paternity.
