LEAHY, District Judge.
The libel was amended and is for the forfeiture and condemnation of a 1942 Studebaker four-door sedan. The action is brought under the provisions of 26 U.S. C.A. Int.Rev.Code, §§ 3321 and 3116. The registered owner, Evan Spring (known as “Bear” Spring), has made no claim, but the Wilmington Morris Plan Bank claims title to the car as an unpaid conditional vendor and has intervened to *837dispute the government’s right to forfeiture.
