Deep in the Code of Federal Regulations, in the part titled “Public Contracts and Property Management,” lie two small provisions that would be easy to overlook were it not for disputes like this one. The first says “[p]ersons in and on [Federal] property must at all times comply ... with the lawful direction of Federal police officers and other authorized individuals.” 41 C.F.R. § 102-74.385.
