These consolidated appeals concern rulings by judges in a multi-judge court who were not originally assigned to the case under local rules implementing the Rules of Superintendence for Courts of Common Pleas. In this case four different judges of the same court were apparently assigned or acted at various stages of its development. The record does not show which of these judges may have been the administrative judge at the time rulings were made.
