I. INTRODUCTION

Plaintiffs brought this action against the State of Michigan, the Michigan State Police, various state police officers and officials, and the Grand Traverse County Prosecutor’s Office, pursuant to 42 U.S.C. §§ 1983 and 1985, alleging certain deprivations of constitutional rights by defendants.
