The Central Intelligence Agency (CIA) engages in covert actions in foreign countries on behalf of the United States and, by necessity, practice, and statute, keeps its activities secret. The American Civil Liberties Union and the American Civil Liberties Union Foundation (collectively ACLU) are concerned about CIA activities overseas.
