I. INTRODUCTION
Plaintiffs Carol Rosenberg, a reporter for the Miami Herald , and the Miami Herald Media Company bring this action against Defendant United States Department of Defense ("DOD") pursuant to the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552.
