I. INTRODUCTION

In or around .September 2011, the United States used a drone strike to kill Anwar al-Aulaqi, a US. citizen living in Yemen who administration officials had determined was a senior leader of al-Qaeda. The following year, Jason Leopold, an investigative reporter, filed a Freedom of Information Act (FOIA) request with the Department of Justice (DOJ) seeking documents related to the lethal use of drones against terrorist targets.
