Introduction

Omni Moving & Storage of Virginia, Inc. (Omni) filed its complaint in the U.S. Claims Court1 on March 17, 1989, claiming breach of contract and seeking monetary damages for ocean rate adjustments. Plaintiff claimed adjustments due under the Department of Defense International Through Government Bill of Lading program. At bar, the claim is based on adjustments made under the DOD Single-Factor Rate Adjustment (SFRA) program to an associated shipper. See Four Winds Forwarding, Inc. v.
