Richard W. Lewis petitions for review of the decision of the Merit Systems Protection Board, Docket No. NY831M010189-I-1, dismissing his appeal for lack of jurisdiction. We affirm the decision of the Board.
BACKGROUND
Mr. Lewis retired from the Postal Service effective November 1, 1997. In a subsequent, undated letter, OPM informed Mr. Lewis that it had failed to withhold from his retirement annuity payments the cost of his life insurance from September 1, 1999 through April 30, 2000.
