Bemus petitions for review of the final decision of the Merit Systems Protection Board (“MSPB”), which dismissed her appeal from a decision of the Office of Personnel Management (“OPM”) on the basis that the MSPB lacked jurisdiction over the subject matter of her appeal. Bemus v. Office of Pers. Mgmt., Docket No. CH-0870-02-0241-1-1 (May 6, 2002).
