Anna Miller, a retired federal employee, petitions this court for review of a decision of the Merit Systems Protection Board, Docket No. CH-0845-04-0285-I-1. In the matter on appeal, the Office of Personnel Management (“OPM”) ruled that Ms. Miller owed more than $8,000 in back premiums for coverage under the Federal Employees’ Group Life Insurance program (“FEGLI”).
