Plaintiffs Dunn-MeCampbell Royalty Interest, Dunn-Padre Corporation, and McCampbell Minerals (collectively “DunnMcCampbell”) appeal the district court’s grant of summary judgment in the companies’ action challenging the regulatory authority of the National Park Service.
