MEMORANDUM OPINION AND ORDER

Plaintiff Norris Wayne Hicks filed this lawsuit originally seeking a writ of mandamus to compel the defendant, a state district clerk, to file a state civil lawsuit plaintiff had previously submitted to the defendant for filing in the state courts. Plaintiff subsequently supplemented his pleadings to include requests for injunctive relief and unspecified monetary damages.
