MEMORANDUM OPINION
TSOUCALAS, Judge:
This opinion is issued in conformity with this Court’s order of May 26, 1989, which granted plaintiff's application for a writ of mandamus. The issue in contention is whether 19 U.S.C. § 1516a(e) (1982) created a clear obligation on the United States Department of Commerce, International Trade Administration (Commerce) to publish in the Federal Register notice of this Court’s opinion in Timken Co. v.
