¶ 1. Oak Creek Citizen's Action Committee and Mark Verhalen appeal the circuit-court order dismissing their Wis. Stat. § 783.01 mandamus action seeking to compel the City of Oak Creek to comply with the direct-legislation statute, Wis. Stat. § 9.20. The circuit court dismissed the action because the Committee and Verhalen admittedly did not file a notice of claim under Wis. Stat. § 893.80(l)(b).

¶ 2. Wisconsin Stat. § 893.80(1)(b) provides, with exceptions not material here, that:

no action may be brought or maintained against any... political corporation ... upon a claim or cause of action…
