[¶ 1] New Orleans Tanker Corporation appeals from an order entered in the Superi- or Court (Cumberland County, Cole, J.) dismissing its complaint against the Department of Transportation (DOT) on the basis of sovereign immunity pursuant to the Maine Tort Claims Act (MTCA), 14 M.R.S.A. §§ 8101-8118 (1980 & Supp.1998).
