GARRARD, Judge.
This is an appeal from an order granting an injunction against the Board of Commissioners of Allen County ("Board").
The controversy began April 16, 1982. The Board was preparing to award contracts for the demolition of thirty-four structures in Allen County. As the execu tive agency for the county, the Board is authorized to award contracts for county improvements. 1; IC 36-2-2-1; IC 86-2-8.5-IC 36-2-3.5-4(b)(9) and (10).
