In this environmental tangle two citizens’ organizations seek to curtail dredging and filling activities which have allegedly despoiled St. George Creek in St. Mary’s County, Maryland. 1 Plaintiff Potomac River Association, Inc., is a non-profit citizens’ association of St. Mary’s County residents who use and enjoy the resources of St. George Creek.
