PELLEGRINI, Judge.

West Penn Power Company (West Penn) files an appeal from an Opinion and Order of the Pennsylvania Public Utility Commission (PUC) which denied, in part, West Penn’s request for an increase in its electric utility rates.

West Penn is an electric utility and one of three wholly owned subsidiaries of Allegheny Power Systems (Allegheny Power). West Penn generates approximately 44% of Allegheny Power’s annual revenue. West Penn supplies electricity to residential, commercial and industrial customers in 23 counties in central, western, northern and southern Pennsylvania.
