Plaintiff NBC-USA Housing, Inc., Twenty-Six (“NBC”) filed the above-captioned action against Defendants Shaun Donovan, as Secretary (“Secretary”) of the Department of Housing and Urban Development (“HUD”), 1 Jim Hotard Properties, LLC (“Hotard”), and Roy S.
