CALLAHAN, J.

This is an appeal from the judgment of the trial court dismissing the plaintiffs administrative appeal from an interim rate determination of the named defendant, the department of public utility control (department). The department’s decision that is the subject of the present appeal reduced electricity rates through a rate base reduction and amortization of regulatory assets. The outcome of this appeal hinges upon the interpretation of General Statutes § 16-19 (g),1 the *117interim rate decrease statute.
