This is a petition for a writ of prohibition requiring interpretation of the Missouri Charter Schools Act, Sections 160.400 to 160.420, RSMo. A central question raised by the parties is whether the Kansas City, Missouri, School District (hereinafter “District”) acted to revoke the charter of West-port Charter School (hereinafter “West-port”) prior to the expiration of its charter or whether the charter was expiring and the District merely declined to renew it.
