Plaintiff David Long, a former doctoral (“Ph.D.”) candidate at Howard University, brought this action against the University alleging, among other things, discrimination on the basis of disability in violation of the Rehabilitation Act of 1973, as amended, 29 U.S.C. § 701 et seq., and the Americans with Disabilities Act (“ADA”), 42 U.S.C. § 12101 et seq.
