Plaintiff John C. Cheeks (“Cheeks”) filed this action pro se seeking relief for injuries allegedly suffered from a bid-rigging conspiracy in which his company, Cheeks of North America, Inc. (“CNA”), lost construction contracts to competitors who conspired against him in the bidding process.
