Pursuant to 28 U.S.C. § 636(c), the parties have consented to final entry of judgment by a United States Magistrate Judge. An Order of Reference was entered by Judge James L. Foreman on May 30, 1980.

Plaintiff, an inmate at the United States Penitentiary-Marion, filed a mixed habeas and Bivens action against correctional officials for the administrative transfer of the plaintiff on June 14,1973.
