This is a prisoner civil rights case filed under Bivens v. Six Unknown Named Agents of the Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971). The district court had jurisdiction under 28 U.S.C. §§ 1331 and 1343. The plaintiff-appellant (“appellant”), Ronald Del Raine, is and has for a long time been an inmate at the United States Penitentiary at Marion, Illinois (“Marion”). In November, 1984, the appellant filed a complaint in the Southern District of Illinois listing nineteen employees of the Marion facility as defendants. The…
