Victoria Aguayo, Regional Director of the National Labor Relations Board (the Board), appeals on behalf of the Board the denial of its petition for interim injunctive relief under section 10® of the National Labor Relations Act (the Act), 29 U.S.C. § 160®,1 against Tomco Carburetor Co. (Tomco). The Board seeks an order reinstating eleven former Tomco employees who allegedly were discharged because of their union organizing activities.
