On February 21, 1980 (“Action # 1,” 80 Civ. 1028) and March 3,1980 (“Action # 2,” 80 Civ. 1227) plaintiff Joel North, also known as Joel Klapper (“North”), filed lawsuits against New York Telephone Company (“NYT”), the New York State Public Service Commission (“PSC”), the Attorney General of the State of New York, and American Telephone and Telegraph Company (“AT&T”).
