Sec. 66.19 (1), Stats., empowers any city or village to establish “a civil service system of selection, tenure and status. . . Such a system is required to include a civil service board or commission, but the statute imposes no other requirements pertinent to this case.
Sec. 2.47 of the ordinances of the city of West Allis established a civil-service system and a commission.
