Wadd asserts in his first and second propositions of law that he is entitled to a writ of mandamus to enforce R.C. 149.43. Mandamus is the appropriate remedy to compel compliance with Ohio’s Public Records Act, R.C. 149.43. State ex rel. Leonard v. White (1996), 75 Ohio St.3d 516, 516-517, 664 N.E.2d 527, 528. R.C. 149.43 must be liberally construed in favor of broad access, with any doubt *52resolved in favor of disclosure of public records. State ex rel. Cincinnati Enquirer v. Hamilton Cty. (1996), 75 Ohio St.3d 374, 376, 662 N.E.2d 334, 336.
