REGINALD W. GIBSON, Judge.
This contract case is before the court on defendant’s motion to stay proceedings pending the termination of an on-going criminal investigation into the activities of plaintiff U.S. Roofing, Inc. (U.S. Roofing), involving matters raised in plaintiff’s complaint. For the reasons discussed herein*514after, we find that the United States is entitled to a stay.
