In this class action suit, appellants challenge the district court’s grant of summary judgment in favor of respondent, arguing that the district court erred by (1) rejecting appellants’ argument that respondents violated Minn.Stat. § 72A.20, subd. 13 (2004) as a matter of law; (2) holding that no private right of action exists under Minn.Stat. § 72A.20, subd. 13 (2004); and (3) holding that the filed rate doctrine bars appellants’ claims.
