Kea Norris and her minor son, J.N., brought this action under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400-1487 (2000), challenging a hearing officer’s dismissal of her due process complaint that alleged that the District of Columbia Public Schools (“DCPS”) denied J.N. a free, appropriate public education (“FAPE”) by failing to comply timely with earlier directives in a hearing officer’s determination (“HOD”), failing to allow Norris to help develop J.N.’s individualized education program (“IEP”), and failing…
