Plaintiff Edwina Cooper — as parent and next friend of her son, R.C. — (“plaintiff’) commenced this action against the District of Columbia (“defendant”) pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq., on January 27, 2014, seeking injunctive and declaratory relief that the District of Columbia Public Schools (“DCPS”) violated the IDEA and denied R.C. access to a free appropriate public education, as well as related attorney’s fees and costs.
