MEMORANDUM AND ORDER
WARREN, District Judge.
This action has had a long and tortured history. Commenced in 1973, it was finally brought on for a court trial on July 9, 1979. After a five day trial, the Court ordered post trial briefs from the parties and took the matter under consideration. After the completion of the briefing schedule, the plaintiff dismissed his attorney and moved to substitute his own pro se brief in place of the one submitted by counsel.
