Proceeding pursuant to CPLR article 78 (initiated in this court pursuant to Education Law § 6510 [5]) to review the determination of the Commissioner of Education which, inter alia, suspended petitioner’s license to practice dentistry in New York.

The Department of Education, by its Division of the Office of *783Professional Discipline, charged petitioner, a dentist licensed to practice in New York, with various instances of professional misconduct.
