Defendants, Edmund S. Barnett, Sr., and Mark Rollinson, appeal from the District Court’s grant of summary judgment in favor of the United States for the unpaid principal and interest due and payable on a Small Business Administration (“SBA”) loan secured by loan guarantees they executed. United States v. Rollinson, 629 F.Supp. 581 (D.D.C.1986).
