Before the court .is an action brought under the Individuals with Disabilities Education Act (“IDEA”), 20 U:S.C. §§ 1400 et seq., by Plaintiff-Appellant L.O., on behalf of herself and her son, *102K.T., now a twenty-year-old autistic child,1 against Defendant-Appellee the New York City Department of Education (“DOE”).
