Before the Court are Plaintiffs’ Motion for Summary Judgment, (Doc. 18), and Defendant’s Cross-Motion for Summary Judgment, (Doc. 20). Plaintiffs P.C. and K.C. (“PC” and “KC,” or the “parents”) bring this action on behalf of their child, A.C.
