S.Y. and R.Y. (together, the “Parents”), individually and on behalf of their child, R.Y., (collectively, “Plaintiffs”) bring this action against Defendants, the New York City Department of Education and its Chancellor (together, the “DOE”), pursuant to the Individuals with Disabilities Education Act (the “IDEA”), 20 U.S.C. § 1400 et seq.
